The Timor-Leste Rural Water Supply and Sanitation Program, known as BESIK (Bee, Saneamentu no Ijiene iha Komunidade), is funded by the Government of Australia (GoA) to assist the Government of Timor-Leste (GoTL) for the development of rural water supply, sanitation and hygiene services. The current phase commenced in September 2012 as an eight year program, funded for an initial four years to end of June 2016.
BESIK supports the GoTL to meet planned end-of-program rural water service and sanitation outcomes at national, district, sub-district and household levels. It works most closely with directorates located within two ministries, the Ministry of Public Works and the Ministry of Health.
The BESIK program has an interim Communications Strategy which needs updating. The current phase of BESIK has a focus on water supply service delivery, operations and maintenance (O&M), and the piloting of new approaches associated with O&M, sanitation and hygiene. These require communications inputs as these activities are rolled out across the country. A number of communication products, including a website and quarterly newsletter have been developed and are being used. Further coordination and additional resourcing of communications products is also required.
A covering letter responding to the requirements in the Terms of Reference should be submitted by the closing date together with a resume or agency portfolio. Applications should briefly elaborate how they intend to fulfill the ToR. We are looking for:
· Experience in communications, branding, newsletter production, marketing, copy-writing – including both practical and project planning
· Experience in developing communications platforms, including websites and facebook pages
· Fluency in written and spoken English
· Basic proficiency in another working language in Timor-Leste
· Training experience and/or qualifications.
