The SNGDP will follow on from the second and final phase of the Local Governance Support Programme (LGSP). As such, SNGDP will build on the achievement of LGSP, particularly with respect to consolidating and strengthening Timor-Leste’s sub-national planning, financing and implementation processes. SNGDP, however, will go beyond LGSP by introducing several major innovations: infrastructure maintenance planning and finance at the sub-national level; better public financial management of recurrent expenditures at the local level; and factoring in climate change adaptation issues and challenges in the sub-national investment planning process.

SNGDP will provide technical assistance and capacity development services to assist the Government in the formulation and implementation of its decentralization reforms, seed funding for the piloting of infrastructure maintenance and climate change resilient small-scale infrastructure, including providing appropriate policy advice aimed at strengthening Timor-Leste’s institutional and procedural framework for sub-national investment delivery.

The programme will deliver three main outcomes:

  • Outcome 1:  Decentralisation policies are formulated and implemented;
  • Outcome 2:  Sub-national investment delivery is more equitable, efficient, effective, accountable and sustainable;
  • Outcome 3:  Sub-national investment delivery increases communities’ resilience to climate change and variability.
Duties and Responsibilities
  • Review and analyze any existing asset inventories and maintenance procedures as well as grant system used by line-department for sub-national public infrastructure to identify broad main gaps;
  • Design maintenance system and procedures that includes maintenance “protocol” or templates for typical infrastructures item such as primary schools, health facilities, rural roads, etc. The template should include asset inventories, maintenance assessment, maintenance plan (incl. selection criterion for maintenance activities), maintenance implementation as well as monitoring and evaluation guidelines and tools;
  • Design maintenance grant system by linking as much as possible to the existing sub-national administration settings;
  • Design training material on maintenance system and grant for sub-national infrastructure;
  • Hold trainings for MSA and SNGDP staff.

Required Skills and Experience

  • Postgraduate degree in civil engineering or another discipline relevant to management and maintenance planning of public assets.


  • At least 10 years of professional experience working on issues related to infrastructure planning, development, management and maintenance at sub-national level;
  • Experience in Civil engineering (construction or structural engineering);
  • Experience in design and deliver engineering-related trainings, particularly on maintenance procedures and grant system.


  • Fluency in English;
  • Knowledge of Tetum, Portuguese or Bahasa Indonesia would be an asset.
