BESIK is funded by the Government of Australia (GoA) to provide assistance to the Government of Timor-Leste (GoTL) for the development of rural water supply, sanitation and hygiene services. The current phase commenced in September 2012 as an eight year program funded for an initial four years. BESIK supports Government of Timor-Leste to meet planned end-of-program rural water service and sanitation outcomes at national, district, sub-district and household levels. It works most closely with Directorates within two ministries, Ministry of Public Works and Ministry of Health.
We are currently seeking the services of a Data System Specialist to facilitate the development of an operational Water Resources Data and Information Management System, which includes a register for boreholes and water entitlements. The specialist will work primarily with the National Directorate for Water Control and Quality (DNCQ) and two key BESIK Advisers – the Water Resources Management Adviser (WRM) and the Information Management Systems (IMS) Adviser. Candidates should have:
· Degree in geology or hydrogeology or related field
· Demonstrated experience in the development of large databases.
· Demonstrated experience in a field related water resource or natural resource management.
· Computer literacy across Microsoft Office and Geographical Information System (GIS) platforms.
· Strong written and oral communication skills.
· Fluency in English.
Candidates with a specific understanding of Timor Leste development context and with a proven background of working with Australian Government programs are strongly encouraged to apply.
Conditions for employment, including rates and allowances, will be as per the Australian Government Adviser Remuneration Framework (ARF) and cover fees and support costs. This role is considered as C1-2 level.
