Position Title: Institutional Management Consultant (IMC)
The Government of Timor-Leste (GoTL) intends to establish a Project Implementation Unit (PIU) within the Office of Policy and Planning (OPP) in the Ministry of Agriculture and Fisheries (MAF), for implementation of the Institutional Reform and Transformation of MAF (IRT). IRT is a $0.50 million grant from the Institutional Development Fund (IDF) which aims to support MAF in its efforts to de-concentrate and reorganize its service delivery models so that the Ministry is better-aligned and responsive to the needs of farmer and fishing communities.
BRIEF EXPLANATION OF ROLE
Responsible to: the Director General of MAF Corporate Services
Works together with: In addition to assisting the PIU team based in the OPP, the IMC will be expected to develop and maintain a close working relationship with the Director General of Corporate Services and Director General of Policy and Planning. The IMC will report to the Director General of Corporate Services through the Director General of Policy and Planning. He/she will also liaise with various MAF National Directorates and Development Partners which have roles in institutional reform and strengthening.
Location: Dili, with some travel to districts. Duration: Six months from January to June, 2015.
The ICM will:
(i) provide assistance for initial strategic and operational leadership to the Project, ensuring it is implemented in accordance with the intention of the Project Concept Note, the agreement between GoTL (MAF) and the IDF, and the approved Annual Work Plans and Budgets;
(ii) assist with overall quality of Project implementation, PIU management, personnel development, reporting, and adherence to contractual conditions.
KEY TASKS AND RESPONSIBILITIES
Key tasks to be completed by the IMC, with support from Director General of Policy and Planning, and the Head of the Planning and Statistics Department (PSD), will be:
(i) assisting with the finalization of MAF’s internal support for establishment of the PIU;
(ii) assistance with the operation of MAF’s Reorganization Working Group (RWG);
(iii) preparation of TORs for the PIU ‘s staff which reflect IRT-specific responsibilities;
(iv) preparation of the first IRT AWPB taking into account resources, funding from the IDF and from MAF’s national budget, and if possible from Development Partners;
(v) setting up IRT’s Project-specific M&E system;
(vi) preparation of TORs and selection criteria for the various national and international consultants to be recruited to assist with IRT implementation; and
(vii) assistance with the selection of IRT consultants with a focus on compliance with personal procurement procedures and systems.
SKILLS AND EXPERIENCE
The successful candidate will have:
- A degree from a recognized University in a relevant field – preferably rural development.
- Experience working in international development, preferably in Timor-Leste.
- Managerial skills, particularly in planning, administration and financial management of Development Partner projects; working with and coordinating teams of professionals; and liaising with government and non-government organizations.
- Demonstrated ability to establish strong working relationships with national counterparts.
- Well-developed skills in: inter-personal communication; report writing; numeracy; analysis; and networking.
- Good computer literacy.
- Fluency in English, some Tetum preferred.
