The Safe Motherhood Project is aligned with the Government of Timor-Leste’s National Reproductive Health Strategy (2004-2015) which supports birth spacing using family planning services and men’s involvement in fertility management, and commits to ensuring all pregnant women can access maternal care.
The overall goal of the project is to decrease maternal mortality and morbidity. To achieve this goal, the project will focus on improving RMH health and nutrition behaviors and improving, access, utilization and provision of quality RMH services. To achieve these health related outcomes, the project will focus on achieving the following intermediate outcomes (also the program’s objectives):
- Empowered women, youth and communities
- Expanded, inclusive, and effective spaces for negotiation and dialogue
- Empowered, effective, responsive and accountable health system
These outcomes will be facilitated by working with the Ministry of Health, civil society partners and local leaders to implement the following strategies: Mothers’ Caring Groups (MCGs) & Family Gardens, Safe Birth Plans, Family Health Days, Social Analysis and Action, Mutual Accountability Tool, training nurses and midwives, and supporting to link Traditional Birth Attendants (TBAs) with Skilled Birth Attendants.
The Safe Motherhood project, with its already established mother’s groups and targeted nutrition education as part of the project strategy, is poised to expand further in to the nutrition area.
MAJOR JOB RESPONSIBILITIES (90% field and 10% office based job):
- Conduct a needs assessment for feasibility and location for building water tanks and fish ponds in target areas in Suai and Atsabe
- Lead in development (Survey, Design and Estimate) of water tanks and fish pond infrastructure strategy in line with community needs
- Responsible for implementation of the project strategy related to construction, rehabilitation and maintenance of water tanks and fish pond in the communities
- Provide technical training to Mother Caring Group (MCG) members on how to do rehabilitation, maintenance, construction of community infrastructure component of the Safe Motherhood project
- Supervision and monitoring of water tanks and fish pond maintenance and rehabilitation, infrastructure, etc) performed by MCG members
- In collaboration with the Deputy Program Manger identify needs for external technical inputs
- Work closely with the Deputy Program Manager (DPM) and National Program Manager (NPM) to ensure all the construction materials are procured in due time and transported to the work site in advance
- Assign and assess the quality of work to the crew and determine the final payment after completion of monthly assignment
- Prepare payment request and submit to NPM for onward submission to the Finance Unit
- Conduct activity planning in coordination with the Deputy Program Manager, Team Leader, Project Officers and Field Officers
- Liaise with Ministry Of Infrastructure in Ermera and Covalima District Level and other relevant service providers and authorities
- Coordinate with the Project Manager and other project staff to achieve the overall goal of the Safe Motherhood Project
- Write periodic report on the progress
- Any other tasks and responsibilities as required for the project.
- Degree in engineering (or Bachelor/Diploma) in Civil Technology and more than 3 years experience in relevant field
- Excellent understanding of rural development and programming within rural setting in Timor-Leste
- Sound technical understanding for maintenance and construction of community infrastructure
- Excellent understanding of participatory methodologies for community mobilization and strong community facilitation skills
- Experience in project planning and monitoring of budget and expenses
- Monitoring and report writing skills
- Excellent ability to work independently and in a team
- Ability to promote collaboration with CITL staff, Government, local authority, and other partners
- Computer literacy within standard Microsoft Office programs, i.e. Word, Excel, Power Point, and especially Auto Cad
- Excellent communication skills in Tetum and Bahasa Indonesia both written and spoken. Local languages such as Bunak, Kemak and Tetun Terik an asset.
- Willingness to work in Atsabe and Covalima District
- Ability to drive a motorbike in remote location and must have valid license.
