Program Director: PNDS Support Program Timor-Leste

 

The Australian Embassy, Dili, Timor-Leste, is seeking an experienced Program Director in community-driven development and governance to guide the strategic and operational direction of Australia’s support for village development in Timor-Leste.

The Australian Government is partnering with the Government of Timor-Leste (GoTL) to implement a national village development program – Programa Nasional Dezenvolvimentu Suku (PNDS). The GoTL is providing each suku (village) in Timor-Leste with an annual grant of around US$50,000 to plan, construct and manage their own small scale infrastructure projects. The program has rapidly and successfully followed a community-driven development model to deliver infrastructure projects in all villages in Timor-Leste.

Working primarily with the Ministry of State Administration, Australia’s PNDS Support Program is focused on supporting the GoTL engage effectively with villages with a community-driven development approach. Australia’s technical assistance is helping to improve systems for PNDS including financial management; human resource management; information management; monitoring and evaluation; training and professional development; communications; and inter-agency planning and coordination. Australia also provides technical assistance, policy and legal advice on a range of policy issues impacting village development in Timor-Leste, including the emerging decentralisation of public services to the district level, village planning and new national village laws.

By providing strategic advice on community-driven development, village development and governance in Timor-Leste, the Program Director is an active leader for the Australia Embassy’s suite of governance development programs – these are primarily in the areas of public financial management and public administration. The Program Director ensures Australia maintains a close, effective working partnership with GoTL as it implements activities, policies and legislation for village development, including PNDS. A significant role for the Program Director is to specifically lead the PNDS Support Program by providing strategic advice and direction, delivering identified outcomes for the support program and managing risk. The Program Director is also accountable for the quality of support to the GoTL. The position is based in the Australian Embassy and works closely with a team of locally engaged and Australian posted officers responsible for the program management of the PNDS Support Program. The person will also spend significant time liaising with GoTL, Ministry of State Administration and the technical assistance team in the Support Program.

The Program Director will report to the Australian Embassy Dili, Counsellor Governance, Economics and Community Development and will be Australia’s principal representative and point of contact with other Government of Timor-Leste counterparts and development partners in relation to PNDS.

The position of Program Director (Job Grade D3) will become available in April 2015 and will continue until April 2017. The remuneration rate will be in line with the DFAT Adviser Remuneration Framework (see http://aid.dfat.gov.au/Publications/Documents/adviser-remuneration-framework.pdf).  In anticipation of this upcoming opportunity, qualified candidates are invited to submit an initial expression of interest.
