UN World Food Programme in Timor-Leste

The World Food Programme has been present in Timor-Leste since 1999. WFP focus in Timor-Leste is on building the capacity of the Government of Timor-Leste in managing supplementary feeding through the Ministry of Health’s Mother-and-Child Health and Nutrition programme. Technical assistance and Government capacity development, with a strategy for hand-over of a sustainable food-based programme to the Government are key priorities. Through the capacity building focus, targeted boys and girls between 6-59 months and pregnant and lactating women benefit from the project. The activities of the organisation are focused on the following areas: Ainaro, Oecusse, Bobonaro, Covalima, Dili and Ermera. WFP supports KONSSANTIL and the Zero Hunger Challenge and has aligned its activities with both UNDAF and Government policies.

Under the general guidance and direct supervision of the Country Director (CD), the Staff Assistant will be responsible for the following main duties:

·         Receive, screen and log correspondence, reports, etc, and forward to appropriate staff; maintain a log in system and follow up to ensure that replies are timely or that action is taken within the established deadline; 
·         Screen, assess and refer telephone calls and enquires to appropriate staff; provide information on a variety of questions such as the CD’s programme and activities as well as sensitive information; 
·         Coordinate and expedite office wide responses to sensitive telephone and written enquires on behalf of the CD; 
·         Maintain the CD’s calendar and schedule appointments and meetings and make tentative appointments on his/her behalf; brief the CD on matters to be considered prior to scheduled meetings; 
·         Maintain and update the CD office’s filing and reference system including confidential files;
·         Identify and extract information from various sources and prepare briefing notes and/or resume for inclusion in correspondence and reports; 
·         Draft various standard and moderately complex correspondence and ensure any related follow up; prepare various documentation and reports, including highly confidential letters, by ensuring accuracy in spelling and layout and adherence to WFP procedures; 
·         Provide procedural advice to staff on office methods and procedures, and on the use of various computer programmes and other office equipment to improve the quality and efficiency of their work; 
·         Maintain staff attendance register and liaise with HR and managers on attendance tracking; 
·         Organize or participate in organization and preparation of staff meetings or special meetings and prepare minutes/notes for record of these meetings; 
·         Prepare informal translations and act as interpreter for ad hoc meetings, as requested;
·         Provide guidance and orientation to new support staff on office procedures, and where requested, provide on-the-job advice/training;
·         Perform liaison duties with other units by supporting supervisor in consolidating documents and reports, following up on the deadlines for various correspondence and on a range of assignments to ensure timely response to all clients;
·         Perform any other related duties as required by management from time to time.

Qualifications and Experience
·         At least completion of secondary school education. Candidates with technical training/qualifications in business administration, secretarial studies or HR will have an added advantage
·         At least four years of experience in secretarial or in general administrative work in a reputable organisation
·         Fluency in English. Knowledge of local languages. 
·         Ability to utilize computers – high proficiency in Microsoft Word and Excel, and electronic calendaring tools
·         Ability to maintain accurate files and precise records; ability to draft moderately complex correspondence and to write and spell correctly 
·         Good communication and interpersonal skills in dealing with clients
·         Courtesy, tact and ability to work effectively with people of different national and cultural backgrounds
·         Ability to deal patiently and tactfully with high-level visitors; demonstrated high sense of confidentiality, initiative and good judgement
·         Good organizational skills; and the ability to work quickly, accurately, independently and exercise good judgement under time constraints and in stressful situations
·         Ability to perform as a key reference for staff and provide guidance and advice on a range of office procedures
·         General knowledge of UN system administrative policies, rules, regulations and procedures in the area of administration.

Duties & Responsibilities: 
Under the direct supervision of the Administrative Assistant (Fleet and Travel), the general guidance of the Head of Finance and Administration, the Driver will use the assigned means of transport and be responsible for the following:

·         Drive WFP staff and official visitors as per authorized routing and UN safety and security rules and regulations;
·         Collect and deliver goods, mail, documents, and other items;
·         Meet official personnel at the airport and facilitate immigration and customs formalities as required;
·         Notify the supervisor or ICT Assistant immediately where an assigned vehicle develops a mechanical or radio fault, respectively;
·         Take care of the day-to-day maintenance of the assigned means of transport, check oil, water, battery, brakes, tires, etc; perform minor repairs and arrange for other repairs and ensure that the vehicle is kept clean;
·         Log official trips, daily mileage, gas consumption, oil changes, greasing, etc;
·         Ensure that non UN passengers complete a waiver before the trip commences;
·         Comply with the road traffic rules and regulations of Timor-Leste;
·         Maintain a valid Timor-Leste Driver License;
·         In case of an accident, whether with another vehicle, person or other property, the driver is to immediately report same to the Field Security Officer;
·         Comply with all movement restrictions and reporting requirements via VHF and HF radios to SOC;
·         Read & understand specific vehicle/vessel operating manual to ensure the safe and appropriate operations of the vehicle;
·         Check means of transport for mechanical fitness and the security of the cargo, ensuring that cargo is protected against all weather conditions;
·         Check log books of the WFP vehicles/vessels for completeness of record;
·         Perform any other related duties as required by management from time to time. 

Qualifications and Experience

·         Completion of primary School education. 
·         At least 2 years of work experience as a professional Driver in possesion of a Driving Licence with minimum 6 months validity period.
·         Sound judgment, initiative and integrity; high sense of responsibility, alertness, physical fitness on duty, emotional stability, neat and courteous. 
·         Good knowledge of the area and the current conditions of roads and highways. Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
·         Basic knowledge of both oral and written English. Knowledge of local languages.
