Request for Quote (RFQ), Professional Peace Corps Pre-Service and In-Service Training Services
Dear Prospective Vendors,
The U.S. Peace Corps in Timor-Leste invites vendors to submit a quote for services described in the Statement of Work posted on the US Embassy-Dili website: http://timor-leste.usembassy.gov/business/business-opportunities.html. Peace Corps/Timor-Leste anticipates awarding one or more Firm Fixed Price Blanket Purchase Agreement(s) (BPA(s)) to qualified vendors whose quote(s) represent the best value to Peace Corps. A BPA is not a contract, but rather a pre-contract agreement between the Peace Corps and qualified vendors that sets certain rates, terms, and conditions in advance so that the Peace Corps can create an Order/contract with one of those vendors more quickly should it be required in the future.
One or more times per year, Peace Corps/Timor-Leste holds Pre-Service Trainings (PSTs) for a large group of American Trainees (ex: estimated 2015 group is 25 Trainees) before they are placed at their Peace Corps volunteer sites throughout the country. An important part of this training is the provision of high quality instruction in Tetun Prasa to the Trainees and/or instruction in the local culture and customs of Timor-Leste. Furthermore, one or more times per year, particular Volunteers are offered additional training of a similar nature during In-Service Trainings (ISTs).
In order to provide this instruction each year, Peace Corps/Timor-Leste requires a variety of professional staff to be available on a short-term basis to supplement longer-term Peace Corps staff. The exact number of professional staff and/or the positions those staff will be occupying will vary each year depending, primarily, on the number of Trainees/Volunteers expected to attend a particular training.
PSTs typically will require professional staff to attend a Training of Trainers for three weeks and then be available to provide instruction to groups of approximately six adult Trainees for 4-6 hours a day, six days a week. ISTs typically have shorter schedules. At times, short-term PST/IST professional staff provided by the vendor under an Order under the anticipated BPA will be required to stay at the PST/IST site for the duration of that training (ex: in homestays, cluster villages, or hotels). Each individual employed by the vendor to provide services to Trainees/Volunteers under any Order under the anticipated BPA must submit their resume; undergo an evaluation of their technical capacity; sign forms saying they will agree to abide by important Peace Corps rules and policies; and undergo and pass a reference and background check before being allowed to begin work under the Order.
