Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ), GmbH is an international cooperation enterprise for sustainable development owned by the Federal Republic of Germany. On behalf of the German Government, GIZ has been operating in Timor-Leste since 1999 in several projects in many fields in cooperation with a range of different actors, such as economic development and employment promotion; and peace building and civil conflict transformation. GIZ also supports Timorese governmental organizations and civil society.


The project “Support to Peaceful Development through Innovative Employment Promotion” is looking for a Senior Advisor in the field of – mainly but not exclusively – value chain promotion and private sector development.


A.  Responsibilities

The Senior Advisor will be responsible for:

§  Policy advice to partners at the national level

§  active liaison with a broad range of stakeholders and involving them in the implementation

  • supporting the project’s initiative to provide professional advice and input to the  stakeholders and the target groups, and to cooperate with them
  • working out innovative ideas / concepts and transmitting them within the team, to stakeholders and the target groups

§  independent management of activities according to project goals and anything else in consultation with the supervisor and


B.  Tasks 

The Senior Advisor will do the following tasks:

1.      Policy Advice


  • document and analyse best practices and lessons learned by the project in a systematic way
  • analyse existing policy papers and strategies
  • develop papers to be used for policy advice
  • put the recommendations forward and channelize them within the relevant institutions
  • discuss recommendations with the partners and provide advice

§  support research and study activities on policy topics


2.      Knowledge Management


  • provide a framework for the documentation of experiences made in the field
  • process the inputs received from the field
  • prepare and adapt documents to be used by and for various recipients and events
  • contribute to preparation of PR material


3.      Networking and Cooperation


  • liaise strongly with partners at national and municipality level
  • cooperate with local communities, organizations, non-governmental bodies and persons relevant to the project as well as with other projects in order to maintain and enhance good working relationships and mutual benefit
  • understand and channelize local interests and aspirations and exchange ideas and information for the benefit of the project
  • make regular field visits in accordance with the requirements of the project


4.      Management and Coordination Tasks


  • support general project planning, contribute to project design and quality management
  • deal with the design, preparation and implementation of workshops, seminars and other events on issues related to the project area of activity
  • coordinate and prioritise relevant project activities at the local level in cooperation with partners and project staff at municipality level and advise on their implementation
  • supervise implementation of selected areas of the activity plan
  • participate in identifying needs for external support and advice
  • draft job descriptions and terms of reference and supervise third parties in the course of carrying out project activities and contribute to the performance evaluation
  • prepare the budget for key events and related financial documentation


5.    Other duties/additional tasks

§  perform other duties and tasks related to the position at the request of management

C.  Required Qualifications and Competencies

Formal Education

  • Master’s or Ph.D degree, preferably in agriculture, economics and/or rural development


Professional Experience

  • Minimum 5-7 years of professional working experience in a similar position
  • Working experience in reputable organizations (bilateral agencies, international organizations, consultancies etc.)
  • Deep familiarity with government structures in Timor-Leste
  • Strong record of professional expertise in fields like economic development and employment promotion in rural areas, value chain approach and cooperatives
  • Strong advisory skills
  • Moderation and negotiation skills


Further Skills

  • Willingness to travel regularly to the municipalities and, if needed, to other destinations
  • Very good language skills in English, Tetum, Bahasa Indonesia, and preferably also Portuguese
  • Strong command of MS-Office
  • Good working knowledge of modern telecommunication systems
