UNICEF Timor-Leste is looking for a qualified short-term international consultant to support the Implementation of the Nutrition Programme.

 

  1. Background

 

UNICEF Timor-Leste has a commitment to assist the government to address the high rate of undernutrition in the country. A European Union Funded MoH-Ministry of Health partnership project is being implemented a) to strengthen programme management at national and district level; b) to further develop capacity at national, subnational and facility level to plan, implement and effectively deliver nutrition interventions; c) to enhance nutrition and related care practices and care seeking practices of communities and care providers. The work involves providing technical assistance and follow up with relevant stakeholders to support ensuring implementation of selected planned activities. The nature of work requires the consultant to have thorough understanding of UNICEF processes. Details are summarized in the deliverables outlined below.

 

  1. Tasks/Activities and Deliverables

 

Working closely with MoH and partners, and providing guidance to the Nutrition National Officers for implementation, monitoring and review of planned interventions, the consultant is expected to carry out the activities and produce the deliverables as reflected in the table below:

1 Provide Technical Assistance (TA) to the design of a National Nutrition Surveillance system linked to the MoH District Health Information System and Primary Health Care functions. Terms of reference for developing National Nutrition Surveillance system endorsed by MoH and call for proposal sent out.
2 Provide TA and assist MoH and the UNICEF Nutrition team to implement one round of nutrition joint monitoring in three districts (draft tools already developed). Individual district and consolidated report of joint monitoring of three districts, and recommendations shared with MoH and concerned districts.
3 Provide guidance and coordination support to the process of developing national guidelines, training materials, job-aids for implementing a set of High Impact Nutrition Interventions (HINI). Note: The work has been outsourced and is being done by UK based Nutrition resource group. Work outputs of the Nutrition Resource Group shared timely; review by the MoH established technical committee organized timely; and feedback and guidance provided to the UK-based Nutrition Resource Group.
4 Assist MoH to initiate implementation of Baby Friendly Hospital Initiative (BFHI) initiative in three facilities (district HQ hospitals/CHCs) of three districts. Baby Friendly Hospital Initiative global guidelines adapted and translation to Tetum initiated.
5 Provide inputs as needed and facilitate process of mid-term review of European Union supported Nutrition Project. Provide inputs and responses as needed provided for the process of mid-term review of European Union Supported Nutrition Project.
6 Conduct one national and three district (selected districts) Nutrition Programme Implementation review meetings. National and three district Nutrition Programme Implementation Review Reports highlighting progress, challenges and recommendations.
7 Provide inputs for reports and reviews related to Nutrition as necessary. Inputs for reports and reviews provided on time, including for one donor report.

 

  1. Qualification, Experience and Attributes:

 

  • Advanced university degree in Nutrition, Public Health, medicines or related social sciences
  • Minimum 8 years of work experience and at least 5 years work experience in implementing UNICEF supported programmes
  • Conversant with UNICEF internal procedures and work processes
  • Excellent communication skills in English, both verbal and written
  • Excellent team player having proven experience of managing teams

 

  1. Work Period/Duration

 

Two months starting from 23 September 2015 to 22 November 2015.

 

  1. Supervision and Other Arrangements

 

The person is expected to work under the supervision of Chief Health and Nutrition and provide guidance and technical support to the national Nutrition Officers. During absence of the Chief Health and Nutrition, the consultant is expected to assist the OIC of the Health and Nutrition Programme.
