BESIK is funded by the Australian Government to provide assistance to the Government of Timor- Leste (GoTL) to improve rural communities’ access to water supply, sanitation and hygiene (RWASH) services. BESIK works most closely with directorates within two ministries, Ministry of Public Works, Transport & Communication (MoPWTC) and Ministry of Health. In 2015 MoH is leading the sanitation sector to test sanitation demand-creation programs. Community Led Total Sanitation (CLTS), known in Timor-Leste as PAKSI, is supported by other initiatives including broad-based behaviour change campaigns (sanitation and hand washing with soap), marketing of sanitation products and financing for vulnerable households. This integrated approach, led by national and local government is being tested in Bobonaro municipality throughout 2015. 

We are seeking the services of a Sanitation and Hygiene Improvement Program (SHIP) Manager to provide leadership to a team of 4-5 national advisers and officers so that these key outcomes can be achieved. While supervising the team and implementing NGOs/partners deliver the program in Bobonaro, the SHIP Manager will also play the lead role supporting MOH develop strategies, operating procedures and technical manuals for national implementation.

Candidates should have:

·         Specific understanding/experience of the Timor Leste WASH context

·         Demonstrated experience in providing strategic and policy advice to counterparts, preferably related to sanitation and health-related behaviour change

·         Demonstrated experience working with government utilizing capacity building and institutional development approaches 

·         Demonstrated project management skills (including planning, stakeholder engagement, budgeting and management of contractors and staff)

·         Excellent communications skills across cultures; sensitivity to gender and social inclusion.

Conditions for appointment will be as per the Australian Government Adviser Remuneration Framework. This role is categorised as B3 level.
