As part of the efforts to achieve sustainable development and growth, the Government of Timor-Leste is placing a high degree of emphasis on infrastructure development. This includes critical economic infrastructure such as roads, bridges, ports, power generation and distribution, water and sanitation and public buildings.  There is also a strong focus on social infrastructure associated with improved health and education for the people of Timor-Leste.

The Law no.1/2016 of the General State Budget for 2016 approved the establishment of Infrastructure funds to ensure effective and efficient implementation of strategic investments and infrastructure projects. The Major Projects Secretariat (MPS) in the Ministry of Planning and Investment Strategy is An Autonomous Agency that responsible for providing technical and administrative support to Administrative Council of Infrastructure Fund (CAFI) based on Decree Law No…/2016. 

In collaboration with relevant line ministries, the National Development Agency (NDA) and National Procurement Commission (NPC), the consultant will therefore provide support on the financial management of infrastructure fund of major infrastructure projects including: project budget management, treasury management and financial resource management and financial donor reporting to Major Project Secretariat. 

To perform the mentioned roles in order to achieve the above objectives, the Major Project Secretariat need personnel  in various area, including the current position, which is the Finance Associate, who will be responsible for day to day financial transaction of the funds. 

Summary of key functions:

  • Provide accounting or treasury support on achievement of the implementation of operational strategies
  • Full compliance of financial processes, financial records and reports and audit follow up in line with Government rules and regulation
  • Ensures the implementation of the effective internal control and Finance business processes and Treasury management.

Duties and Responsibility: 

The Finance Associate is expected to assume the following responsibilities: 

q  Process financial documentation for payment process including creation of Commitment Payment Voucher (CPV), Receive and Return System (GRN) generate payment requisition (PRT), Purchase Order (PO).

q  Maintain internal expenditures control system by ensuring that CPV, PO, PRT processed are matched and completed, transactions are correctly recorded in the system 

q  Compile and input information and monitor sectoral projects’ budgets in Freebalance database system

q  Regular monitoring of the Infrastructure Fund (IF) budget is entered into the Freebalance system and ensuring that all IF budget allocated under line ministry program should be properly coded.

q  Prepare and present presentation of thoroughly researched information on cash management, reports containing analysis and projection.

q  Regular update of information on the procedures and regulations pertaining to maintenance of the office bank accounts 

q  Timely and accurate processing of bank reconciliations of the local bank accounts with the expenditures tracking.

q  Provide support to ensure the budget allocation in the freebalance should comply with State Budget approved by National Parliament of Timor-Leste.

q  Extracting, inputting, copying and filing data from various sources and maintenance of the proper filing system for financial records and documents.

q  Create bank transfers request (Cash Management/ Settlements) in the system  

q  Timely response to requests to resolve financial data issues.


Competencies and Experience

Bachelor Degree with minimum of 3 years of relevant working experience in one of the following areas: Accounting, Financial Management, Business Administration, Economics.

Proven experience in Treasury or Finance or relevant areas of management and have a good understanding of Government financial system or Free-Balance database.  

Proven ability to work in a team and maintain good relationships and team work.

Strong interpersonal, oral and written communication skills in English, Tetum and Portuguese will be an advantage.
