BESIK is funded by the Government of Australia (GoA) to provide assistance to the Government of Timor-Leste (GoTL) for the development of rural water supply, sanitation and hygiene services. BESIK supports GoTL to meet planned end-of-program rural water service and sanitation outcomes at national, municipal and household levels. It works most closely with Directorates within two ministries, Ministry of Public Works and Telecommunications and Ministry of Health.

We are seeking the services of a consultant to conduct an evaluation of the “Open Defecation Free” Bobonaro Municipality Initiative, which was implemented in the period July 2015 to February 2016. Some activities are ongoing. The evaluator will analyse the factors contributing to the success of the initiative, its cost and implementation processes to inform its rollout into other municipalities.

The role is estimated at 20 days.

Candidates should have:

  • Minimum five years of experience in either the evaluation or management of development programs involving government in implementation mechanisms at scale
  • Demonstrated experience in conducting a cost analysis as part of a program evaluation
  • Demonstrated ability to synthesise and analyse information from a variety of sources
  • Demonstrated ability to produce high quality analytical reports in English

 

Remuneration will be based the Australian Government Adviser Remuneration Framework (ARF). This role has been rated as C3 under the ARF. Any relevant allowances will be paid at Australian Government approved rates.
