Internationally CHL has developed strategic partnerships with governments and government agencies, and is delivering affordable housing projects in Timor-Leste, Chile, and India. CHL is a registered charity and company limited by guarantee. It operates like any other limited company, but all financial surpluses remain in the company to be reinvested in quality affordable housing for people in need, wherever they may be.


 
 
Plan Timor-Leste’s country goal is for Timorese children and youth, particularly those from excluded groups, to have the opportunity to become increasingly aware of their rights, to grow up in families and communities that support their development, and to be empowered to contribute to the development of their nation.  This country goal is intended to be achieved through the following four programmes:

  • Right to a Healthy Start in Life – A programme supporting Timorese children to realise their right to survival through access to quality, holistic early childhood care and health, water, sanitation and hygiene services
  • Right to Access Education – This programme aims for Timorese children of primary school age to realise the opportunity to enrol in primary school free of discrimination and to be able to continue their education in the event of an emergency
  • Right to Protection – Timorese children should live in a safe, secure environment as a result of increased participation in their own protection, greater community and civil society understanding of child rights and protection, and an improved national child protection system
  • Youth Empowerment for Sustainable Development – A programme supporting Timorese youth to have the capacity and opportunities to participate fully in decision making, to realise their rights and to take a lead role in the economic, social, political and cultural development of their communities through promoting peace and social equity

Plan TL has worked in Timor-Leste since 2001 in three Districts: Dili, Aileu and Lautem.  For the Water and Environmental Sanitation Program, Plan TL works with 4 local partner NGOs: Fraterna, Bia Hula, HTL, and NTF.

Plan Timor-Leste and partners have provided clean water and sanitation to 8,500 people living in poor rural communities over the past two years.  This has drastically improved the lives of women and children, as the burden of daily water collection has been reduced from hours to minutes and their levels of health have improved significantly.

In order to ensure these gains are sustained in the future, Plan partners with the communities to make sure they lead the process and take full ownership of infrastructure.  This is achieved through the careful introduction of successful approaches such as Community Led Total Sanitation.

Plan currently receives assistance from EWB through a volunteer based in Aileu district.  The existing volunteer arrived in Timor-Leste in January 2013.


 
 
Partner Description


Dili Institute of Technology (DIT) is a private non-profit, accredited tertiary education institute which was founded in 2002 in Dili, Timor Leste. DIT’s mission is to offer education, vocational training, research and service to up-skill Timorese and enable them to contribute to Timor Leste socio-economic development once they complete their studies.

Over 1,200 students are currently studying in DIT across three campuses. DIT runs a number of tertiary and vocational education programs including: Engineering and Science, Business and Management, Tourism and Hospitality, and Petroleum studies courses. In addition, the vocational education programs including automotive, building and construction and water and sanitation.

DIT is striving to improve the curriculum and quality of the staff for the four faculties. EWB has been working in partnership with DIT since 2010.
