Description of the Host Organisation:

Belun is a local Non-Government Organisation (NGO) which was established in 2004 to bolster civil society in Timor-Leste and reduce underlying tensions that might lead to violent conflict. Belun was formed through work with Columbia University’s Center for International Conflict Resolution (CICR) which continues to partner with Belun on the ground to conduct the Early Warning, Early Response (EWER) Conflict Prevention program. Belun’s mandate is to serve communities within Timor-Leste, develop the organisational capacity of partners, reduce tensions, and prevent conflict in Timor-Leste. Belun means ‘friend’ or ‘partner’ in the national language, Tetum.

Description of the Host Organisation:

The Asia Foundation (TAF) assists national government, local governments, the private sector, communities and NGOs to work towards peace and prosperity in Timor Leste. The foundation has several key programs including: access to justice focusing on building an independent judicial system; legislative and constitutional development; local governance and election monitoring; conflict management; economic policy reform; community policing, and women’s empowerment. TAF works closely with several local partner organisations, and has a combination of international and national staff.

Description of the Host Organisation:

The HAK Association is a non-government organisation functioning to create a Timorese society which is self-sufficient, open and democratic based on popular sovereignty. It was established by East Timorese activists in1996 as a legal aid office for political detainees during the Indonesian occupation. In 1997 the office became the Law, Human Rights, and Justice Foundation (HAK) and in 2002 it was renamed the HAK Association. The association has ten staff; seven in the Dili office and three regionally covering all districts of Timor-Leste. The main activities are national police formation, enforcement of human rights and people's empowerment. Focus is given to advocacy for justice and law enforcement, human rights monitoring and law and human resource empowerment of police, military and state entities and community leaders.
