Work alongside the International Labour Organization (ILO) to support development in the tourism sector.

The volunteer will work with the ILO to enhance understanding of the tourism sector and its potential development.  They will support the development of research methods to assess the constraints and opportunities of tourism, train and support staff to conduct the research, and provide ongoing mentoring and advice to the research team as required.  The results will help develop stakeholder understanding of the potential of tourism development.  The volunteer will also identify private and public sector partners to support tourism development in the targeted areas, and support the design and delivery of action plans for tourism that are appropriate to each district.

The ILO is currently partnered with the Ministry of Economy and Development to stimulate micro and small enterprise in rural areas of Timor-Leste.  The aim is to facilitate economic growth in prospective rural sectors, such as agriculture, beef cattle, horticulture and tourism.  The volunteer will be working with three pilot districts, with the intention that the methods developed will be applied in all 13 districts of Timor-Leste.

This is a two year assignment and basic, furnished accommodation will be provided by VSA.

Position Term: 9 months
Work alongside the International Labour Organization to support the development of the beef cattle sector in Timor-Leste.

We are seeking a volunteer with a tertiary qualification in beef cattle, or extensive direct experience in the industry, and practical experience in cattle production and/or marketing. Working alongside relevant staff, the volunteer will recommend new models of beef cattle production in two target districts, and identify business oriented farmers to pilot the new models. They will provide support in the design and implementation of action plans for the production and marketing of beef cattle, including assisting with technical training, as well as support relevant staff through on the job training, mentoring and advice as required.

Work with the Centre for Language Studies at the Dili Institute of Technology (DIT) to develop English language training materials.

The Centre for Language Studies was set up in 2004 to respond to Timor-Leste’s use of Tetun and Portuguese as official languages and Indonesian and English as working languages. The Centre is currently teaching Tetun writing skills, English and Portuguese to DIT students, and Tetun to foreigners.

Some DIT Departments provide students with subject specific English learning as a part of their degree course (e.g. English for Petroleum Engineering, English for Customer Service, and English for Finance). Students start specialising while their English level is still very low and the English Unit has not found any off-the-shelf programmes suitable. This assignment will focus on developing high quality subject specific training materials for teaching and learning in English.

VSA is recruiting for someone with a tertiary ESOL qualification, at least three years English teaching experience, and experience in developing training materials.

Support the Dili Institute of Technology (DIT) to strengthen its administrative systems and practices.

In close consultation with DIT staff, the Administrative Systems Adviser will conduct a broad assessment of existing administrative systems and practices to identify areas for improvement. The volunteer will assist in the implementation of the new systems and practices, and develop a simple monitoring process to ensure their ongoing effectiveness.

DIT is a community-based, non-profit, education institution that delivers higher education and vocational training to meet the demands of the private, public and community sectors of Timor-Leste. This assignment has been requested by DIT to support its goal of developing outstanding leadership, organisation, and management of personnel and practices. 

This is a two year assignment and accommodation will be provided by VSA.

Improve management practises at a local cooperative, and strengthen its ability to increase income, protect land rights, and support gender equity for farmers in Timor-Leste. Movimento Cooperativo Economico-Agricola (MCE-A) is an agricultural cooperative that aims to build the economic independence of the people of Timor-Leste.  They work to increase return from agriculture, provide training and rural employment opportunities to prevent urban drift, and protect local farmland from foreign ownership.

Donors working with local NGOs often have expectations for them to have strong leadership and adequate systems for HR, administration, financial management, monitoring, evaluation and reporting.  MCE-A recognises the importance of strengthening their internal systems to ensure transparency and accountability to the cooperatives, communities and donors they work with.
 
 
Assist BELUN to improve its databases to ensure better coordination for development work in Timor-Leste.

BELUN (meaning ‘friend’ or ‘partner’ in Tetun), is a local organisation established in 2004 to bolster civil society in Timor-Leste, and reduce underlying tensions that could lead to violent conflict. BELUN’s three main objectives are community capacity development, conflict prevention, and research and policy development. BELUN works with local partners to support projects that address a range of development challenges in Timor-Leste.

In addition to its main programmes, BELUN works to improve national development coordination. This includes responsibility for the general maintenance of the National Database, the Peace and Conflict Database, and the Small Grants Donors Network, all of which are instrumental to development coordination in the region. BELUN sees greater communication and coordination amongst organisations as critical to ensure long-term sustainability of its mandate. To this end, it would like to make its databases more user-friendly and flexible, while providing users with a quality information service.
